Have MULTIPLE LOCATIONS but they both publish the SAME MAP on front-end. Doesn't seem to be cache issue.

Key MasterI have found the issue: you're hitting a border case where (according to me) your server is so fast it generates the same microtime 2 times. Upon reloading you sometimes get the correct output as well. This should fix it (once WP fixes the permission issue again):
